The object of this Bill is to place on a satisfactory

basis the general local Statutory Law relative to Loans raised by

The Hongkong Government in England and to provide for the creation

of Inscribed Stock and to enable the Colony to take advantage of

the Imperial Acts relating thereto.

This Ordinance was introduced in compliance with the

instructions contained in the Secretary of State's Despatch_No.

997 dated 3rd January 1913 addressed to His Excellency the Governor.

This Despatch covered a Draft of the Ordinance and the Ordinance

follows exactly the language and form of the Draft.

In my opinion this is an Ordinance to which His Excellency

the Governor may properly assent in the name of His Majesty and

on His behalf.
